Clams used to be all over North America, like Salmon, they were freshwater too. Cultivating marine clams a thousand years ago isn't uncommon. Any new colony would try cultivation. This is claiming a resource that is already used and has been used for tens of thousands of years. There were already Indigenous persons using these resources and, claimed or not, would continue to use them.
Hunting is almost the same as utilizing free ranging resources. This article shows the corralling and containing of free ranging food resources 9,000+ years ago.
